It's not the volts that kill you, it's the amperes.
At 240V, you’re looking at roughly 1 mA of current through your body, which is enough to feel a tingling sensation. At 10 mA, you won't be able to let go of whatever you are holding due to induced muscular contractions. A dose of 100 mA is considered potentially lethal.
It probably won't do anything except surprise you, but it won't help your stuttering. I recommend speech therapy.

No and you’ll be risking your life. When recieving electricity no matter how much the muscle tense up for it will be physically impossible for you to let go after 5 seconds. This is a stupid idea and should never be attempted by anyone!!!
