Truthfully what do you think about this dress, I love it but I don't know what to wear it with, any advice?

Wow, that's very nice! I might actually buy one myself!
Because PVC is already quite loud, try and use easy extra pieces to work it.
Wear it with a lightweight trench coat- a dark shade of black or plum would work best- not white or cream shades.
Unless you're going out somewhere- I suggest that you wear it with tights. Try some coloured tights (red would be nice) or just some easy black opaques- no patterns!
If you're going out, though- follow the picture from the website and wear with some socks (long socks would work best- but don't pull them up anywhere near/over the knee) or neutral black or grey legwarmers.
Wear it with matt-black heels. Not patent/shiny textures- keep it simple and let the dress be the centre-point of people's attention.
Also keep accessories minimal- a coloured (red) handbag would work well- as would a black handbag or clutch. Don't try a metallic clutch- one with lots of bright coloured detail (stripes, spots etc) would work well though.
If you want to wear it with a hat, try a black beret/slouchy beanie-style hat.

That's very rocker/biker chic and edgy. Someblackk heels. Really focus on your accessories long necklace and chunky bracelet…in silver. And a nice bag would absolutely set the outfit off!!!
