My skirt is 17cm above my knee when I kneel down, but I have been told it can only be 14cm. It won't go any farther down and I don't have any money to buy a new one; What can I do to make it longer?

i have done this before - very easy
find some fabric the same colour as your skirt and simply sew it along the bottom. Put the fabric along the inside of the hem - that way it looks neater, and nicer.
Do you’ve a sewing machine? They certainly make life a lot easier but if not, it's fairly simple to do by hand.

All you can do it add a band of 3 cm - either at the waist or a few inches from the hemline.

thats stupid nobodys going to notics 3cm difference. no-ones gunna get down on their knees and measure your skirt!!!
just get on with it and ignore it!

get a piece of fabric or thick ribbon from the fabric shop and sew it on.
