Invest in an eyelash curler. They aren't that expensive and you can get them pretty much anywhere (even Asda). A tiny trick I learnt from a MAC professional is to get a lighter and heat the curler right before you use it. BUT! make sure it is cooled down a bit before you put it anywhere near your eyes!!!!!!! It should be warm, but not too warm that you can’t touch it so test it out on your skin first.
Also, pop into Boots and have a look around because there are loads of mascaras that specifically curl the lash. When applying mascara, make sure you don't ignore near the line of your eye. Loads of people make the mistake of just adding it to the tips of the lashes. Doing a 'zig zag' horizontal action with the mascara wand further ensures a good coverage.
If you’re worried about your eyelashes being too small, you could always purchase fake eyelashes. These are fantastic and providing you look after them well, can be cleaned and used over and over again. They come in subtle fashions but also in really wacky and intensive colours.

curl them first starting as close to the lash line as you can then pump it forward towards the ends, once curled use a curl defining mascara also if you hold a lighter to your curler and heat it up it will let them curl for longer and flip up more

then close my eyes really tight and dry my eyes with with a hairdryer haha i know how it sounds but it works wonders lol!..
then curl them again =)!..

make sure yu do your eyes first before yur makeup cuz if yu put a hairdryer to your face it cud mess up yur makeup =)
a good quality eyelash curler would also help, do some research online which would be the best one for you and in your price range =)!
