To me, you cant beat avon's colourplay eyeliner pencil. Simple to apply, and intense color. They’ve a website too, so you dont need to an avon customer. Thats how i get mine. Failing that, maybelline is pretty good.

Boots - Natural Collection is good for smudging, so you don't want that!
Maybelline Great Wear Waterproof Eyeliner is the best for waterproofing and non-smudging.

I use Avon Glimmersticks, they're reasonably soft so can be blended easily but they stay put all day. They never need sharpening and are a good price. There's regular offers of 2 for 1 etc as well!

If you want non-smudging then I think liquid liner is much better and again boots own brand have a good range of both of these, which are not too expensive.
