Make sure the eyeliner is mixed. Also try using a metallic silver eyeliner pencil on the inner and outer corners of your eyes, and use a white eyeliner pencil for the bottom bit of the inner eye (the bit above your bottom lashes.) This will make your eyes appear larger.

You can also try using their 'Bad Gal' Blue mascara over the top of your normal black mascara. It makes the lashes look thicker and longer and definately opens the eyes. You can also try 'Lemon Aid' again by benefit.
I also advocate to not use too much eyeliner in the inner corner of the eyes and to use a light eyeshadow towards the inside of the eye and also just below the brow.

Use a neutral eyeshadow to make your eyes look bigger. If you select to line your eyes, do it lightly and think about using brown or gray instead of black. Use mascara on the top lashes only.
I don't know how your eyebrows look, but you might also consider plucking the arch to make your eyes look wider.

Try putting a light pastel color on you eyelids just to enhance the eyes and make them stand out more, this will help make your eyes look more open and less heavy also you can put a bit eyeliner on but just faintly not too heavy, this gives the eye an outline but not so heavy colored outline that will help in the lightness of the eyes
