what makeup is this? shades? help plz!

The only shade I see is powder blue, but I”m guessing they're highlighting her brow with a shimmery white that just isn't showing up in the photo.
So, cover the entire lid with your powder blue, then use a shimmery white from just under your brow and blend it down towards the blue. Then, line the top lid with liquid, starting off with a thin line and making it thicker gradually in one even stroke.
Finally, line the bottom lid with liner, put on a few coats of lengthening mascara and you're good to go.
For the lips, just find that rosey-pink lip stick (I believe Stila sells one very similar) and voila!

Start by thoroughly cleaning your lashes and eyes. Next, put eyeliner on both top and bottom of your eyes. Then apply a light blue shimmery eye shadow to you lids and right under your eyebrows. Then put a bit of concealer under your eyes and then apply mascara. Wipe the concealer off. (this takes care of any droppings or smudges from the mascara. not required) Find a good shade gloss. Have fun!

shes used a blue/white eyeshadow with a highlighter thats mixed from her brow line to her eye. Shes also used liquid eyeliner on her top lash line, soft kohl eye pencil on the lower, and a black mascara. It seems shes also used a rose lipstick, and some pink blush.
