i have shaved my upper lip and i know i shouldn't of done
as it grows back much worse and much darker
would it work if i let it grow back
then cream it and when it grows back would it grow back as i started it out to be

Yeah, you should use cream on it which will dissolve the hair and so it shouldn't grow back so stubbly and dark this time.
You could also wax it if you wanted - it will leave you smoother and hair-free for longer than hair removal cream. Also, please be careful because some hair removal cream can irritate your face, so make sure you get one specifically for the face!
