Can this also damage the hymen, so should it be carried out on a virgin?

If there is a family history of cervical cancer then pap tests are a good idea. How young do you mean though? Nothing younger than 12 or 13. And anyone who is sexually active should have a pap once a year. So sadly there are some 13 year olds out there that are having sex and should get a pap done.

As for the hymen issue, there are several sizes of speculum that can be used that’ll not damage the hymen.

Its getting to be very common to have a pap test done on a virgin. Most virgins don't have an intact hymen anymore anyway, so its not a big deal. Essentially, there’s a school of thought now that the sooner a girl has her first pelvic exam and starts a regular schedule of them once a year, the easier it is on her so she doesn't worry.
